Blue symbolises change and rebirth. Swallowtail butterflies are said to represent the free nature of the ineffable human soul and spiritually, they symbolise hope, change and life. So I suppose the poet suggests in the poem that the poet or someone else is undergoing a transformation in a positive way. In just a few syllables, a lovely poem has been delivered.
