The whole poem justifies the experience of 'high tide' with the pile of words by the common man.
I feel there is a poem inside a poem. There are three layers. One is the outer beauty, the second is the inner beauty and the third is the individual perspective.
Outer beauty reflects the way one perceives the poem from outside.
